Tom Dugan, PE, QSD, D1 President
Tom is a seasoned California registered Civil Engineer with over 25 years of expertise in W/WW/SW infrastructure planning, design, and construction management. With hands-on experience and approach on every project, Tom works closely with the client and the project team to efficiently and effectively manage, design, and ultimately get the client's project constructed on time and budget.
He enjoys the great outdoors and spending time with family and friends.
Merissa Guerra, Staff Engineer
DME's newest addition is Merissa, a recent graduate of California State University, Sacramento. Although new to water resource engineering, she is committed to furthering her knowledge in water/wastewater/storm water infrastructure systems. Her contributions to the team include experience in hydraulic modeling, hydraulic system design, and technical documents.
In her free time Merissa enjoys hiking, graphic design, and traveling.
